Multi-Technology Concession

A joint concession combining Solar Home Systems and mini-grids to deliver universal energy access in southern Madagascar, operated by a joint venture between Moon and a local mini-grid operator.

Context

A gap within the gap. Two technologies, one concession.

Even where mini-grids exist in rural Madagascar, surrounding households can remain excluded, too dispersed or too vulnerable to connect. A joint venture between Moon and a mini-grid operator addresses this through an integrated multi-technology territorial concession, responsible for both mini-grid and SHS-as-a-Service delivery across one territory.

Moon's Solution

The joint venture holds a single territorial concession combining the local operator's mini-grid infrastructure with Moon's Solar Home Systems-as-a-Service. Moon brings the hardware infrastructure and the Moon IO™ platform. The local operator brings mini-grid presence and field expertise. Together, they cover households that neither technology could reach alone.

The challenge

A fragmented approach to electrification, treating SHS and mini-grids as competing choices, left many households stranded. Some were too dispersed to justify a mini-grid connection. Others lived within reach but could not afford the upfront connection fee. The default response perpetuated territorial compartmentalisation and prevented the socio-spatial approach needed for genuine energy justice.

What Moon deployed

Moon deployed its SHS-as-a-Service model across several mini-grid zones in southern Madagascar. Households access energy as a monthly service instead of buying equipment. Moon IO™ tracks every connection through adoption, payment and usage rates. An SHS customer today becomes a qualified, payment-proven candidate for mini-grid extension tomorrow.

Results

Households have been connected across the mini-grid zones, with the highest adoption in the densest clusters. Most payments are recurring monthly renewals. Villages along a previously unserved corridor now have sustainable connections.

What it takes to scale

Combining mini-grids and SHS within one concession closes the gaps that either technology cannot reach alone. An SHS customer today is a qualified, payment-proven candidate for mini-grid extension tomorrow. The model is designed to scale toward Madagascar's national electrification targets.
