National SHS Programme
A large-scale Solar Home System deployment operated as a national pre-electrification infrastructure, with Moon ESIO™ from territory mapping and planning to daily field operations across several regions.
A public-private partnership at national scale.
Togo's national universal access programme brings solar home systems to rural households. Moon operates as a licensed operator across the full value chain: installation, payment collection, maintenance and monitoring.

- Solar Home Systems, Moon ESIO™ system
Moon operates as a licensed operator under the national programme, covering installation, payment collection, maintenance and monitoring in rural villages across several regions of Togo.
The challenge
Rural villages are small and dispersed, too small for mini-grids and too scattered for traditional electrification. Affordability is a barrier for many households. A public-private framework and a licensed operator model were needed to bridge both the infrastructure gap and the affordability gap.
What Moon deployed
Moon deployed the full Moon ESIO™ system: eco-designed Solar Home Systems (Moon Energy System™), the Moon IO™ operations platform covering territory mapping, customer management, field coordination, remote monitoring and mobile payment collection, and a capacity-building programme training local technicians. A community relay network and a call centre working in local languages extended field reach to the villages.
Results
Households across the programme villages are now equipped, with high system usage and local jobs created. Natural densification is expected to raise household penetration within each village, and a next phase extends operations to more regions.
What it takes to scale
Scaling relies on a clear public-private framework in which the public partner defines the scope and the operator delivers and maintains the service. It also relies on satellite-assisted territory mapping, planned deployments, and an infrastructure mindset where each system is operated as a long-term utility asset, not a one-off sale. Public lighting deployed in the same villages shows the multi-solution potential of this territorial model.
